FDD distribution availability
The FDD Manager (/franchisor/fdd-manager) shows existing approved records. New upload, extraction and distribution are unavailable until membership-aware malware scanning, quarantine and release controls are deployed.

Existing sent, viewed and acknowledged records remain visible. Historical recipient links open the Documents area in Kontinue rather than the retired FDD inbox.
The page does not accept a new file or send a new distribution while the secure broker is unavailable. Changing browser markup cannot bypass this state: Storage rules and the distribution backend independently reject it.
Re-enablement requires server-side account and membership checks, content validation, malware scanning, quarantine and explicit release, immutable provenance and short-lived delivery. Kariant will update this guide when that audited path is live.
